Safest Universities UK: 2025/26 Safety Index

Working out which are genuinely the safest university in the UK isn't straightforward as league tables don't cover it, and local crime statistics only tell part of the story.

To get a clearer picture, we built a safety index for universities across the UK, ranking 124 institutions that have more than 3,000 students.

To make sure the results were based on data rather than reputation, we scored each university across three equally weighted factors: city crime (35%), student perception (30%) and campus security provision (35%). Weighted this way, the rankings reflect real conditions on the ground rather than just how big or well-known a university is, resulting in a score out of 100 overall and revealing not just the safest universities in the UK, but the safest university cities and towns behind them.

Key Findings

• Ulster University is the UK's safest university overall, scoring 95.2 out of 100.
• Northern Ireland is the UK's safest nation to study in, with both Ulster and Queen's University Belfast scoring well above the UK-wide average of 81.1.
• 100 of the UK's 124 universities (81%) now meet every campus security measure checked, including 24/7 security and controlled building access.
• A dedicated safety app is the biggest remaining gap, missing at around 23 universities (81.5% currently have one).
• University of Stirling has the lowest local crime rate of any UK university location, scoring a maximum 100/100 on that specific measure.

• Swansea University is Wales's safest university, ranking 27th nationally with a score of 86.7.

The Safest Universities in the UK: Overall Rankings

Topping the list of safest universities in the UK is Ulster University in Coleraine, scoring an impressive 95.2 out of 100. Ulster's result is driven by a low local crime rate, strong wellbeing scores in the National Student Survey, and a full house on every campus security measure we checked.

The Safest University Cities and Towns in the UK

The city or town surrounding a university shapes a student's day-to-day experience long before they set foot on campus, so we looked at local crime rate data from the ONS, Scottish Government and PSNI for every university's home patch to find the safest university cities and towns in the UK.

Stirling comes out on top of this specific measure, with a maximum score of 100, followed closely by Coleraine, home to overall index-topper Ulster University. Smaller cities and towns dominate this list, reflecting consistently lower recorded crime outside major urban centres.

The picture looks different for universities based in England's biggest cities. Several London universities, including King's College London, the University of Westminster and the London School of Economics, score lower on this measure. It's worth noting that this reflects crime recorded across the wider local area, not anything happening on campus as all three of those universities score strongly on the security provision measures they actually control, including 24/7 security and controlled building access.

The Best Universities for Student Wellbeing and Perception

To understand how safe students actually feel, rather than just how much crime is recorded locally, we blended two data sources: Google review ratings and responses to Question 26 of the National Student Survey 2025, which asks students whether wellbeing support is well communicated.

Across the index as a whole, student perception is the area with the most room to grow a reminder that feeling safe is about more than crime statistics or security hardware alone.

The Best Universities for Campus Security

Once students are on campus, the security a university provides directly plays a major role in how safe they feel. We checked every university's public-facing provision against five measures: 24/7 on-campus security, controlled building or accommodation access, a dedicated safety app, an anonymous incident reporting system, and a published student safety guidance page.

The results here are genuinely reassuring: 100 of the 124 universities score full marks, meeting every one of the five measures checked.

The clearest gap that remains is universities promoting a dedicated safety app, missing at around 23 universities, followed by anonymous reporting systems, which just three universities have yet to introduce. For those that do publicly promote a safety app the most popular are SafeZone and Hollie Guard.  

For students and parents comparing options, these are worth checking directly on a university's own website, since they vary more than any other measure in the index.

The Safest Universities by Nation

Safety varies by nation as well as by city. Each of the UK's four nations has its own standout performer:

Northern Ireland's two universities, Ulster and Queen's University Belfast (88.0), both rank comfortably above the UK-wide average score of 81.1, making it the strongest-performing nation overall.

Our index shows that the safest universities in the UK, and the higher education sector, are largely getting the fundamentals right. Every university assessed has round-the-clock security and controlled campus access as standard, and the vast majority go further, meeting every security measure we checked. Where gaps remain, they're specific and fixable, most often a missing safety app rather than anything more fundamental.

For students and parents comparing options, the message from the data is a positive one: whichever UK university you're considering, strong campus security is now close to the norm, not the exception.
